I have had to apply to the IPCC since 2004, and if I’d known one commonly known fact then,I would have considered civil action instead alot sooner. That fact is that any existance of “independence” can be overuled, as is the Police Reform Act 2002, by the commission, or by central government. The Commission has it’s foundations on this. It should be done under the trade descriptions act. It replaced the Police Complaints Authority, with exactly the same authority. It is run by the police for the police, and it is directed by central government for central government.

Although the De Menezes shooting left the Met choosing to look as callous as posible,it’s hard to view it as though it was pre-meditated.MyBlog details the shooting of armed robber Mark Nunes,in Chandlers Ford 2007, which was. Ian Paisley jnr picked up on this publically suggesting a “shoot to kill” policy in NI. Sinn Fein said the comments were “pathological” and set the peace process back 30 years. The story barely made the news in Britain. In the wake of paramilitary attacks by dissident republicans, you’d think, by news reports, that the previous ‘peace’ was some kind of coffee morning thrown by the police.

So the chairman of the Parliamentary Standards and Privileges Committee stands down to be investigated. Also on the committee is Plaid Cymru Member Elfyn Llwyd who I noticed, from the published expense claims (2007/08),is one of a number of MPs who obtained a 25% single occupancy discount off their ’second’ homes. The usual second home discount allowable under Council Tax rules is 10% and indeed many MPs including Cameron claim this. However the 25% SOD is only granted if the home is your one or only main home (for the purposes of Council Tax you can only have one main home)You have to agree with the relevant council that this is your main residence, i.e. you spend most nights there. So why bother to claim a large discount off Council Tax when the taxpayer picks up the tab regardless of any discount? Perhaps these MPs can then show this to the Inland Revenue as evidence this was their main home thus avoiding Capital Gains Tax upon sale. Or are they doing as Ken Clarke stated to the Telegraph that by satisfying the relevant Council their Parliamentary ’second’ home is in fact their main home, their spouse/partner can then claim a 25% SOD off their family home thus personally saving them hundreds of pounds.Or perhaps it is a combination of both.

I think you are exactly right. The effectiveness will be limited and the money wasted limitless.

I don’t know of the PSV/HGV scheme so will get up to speed on that.

This is another kneejerk reaction by this government and will not alter the risk to the vulnerable in our society. It has been formed as another money making racket and the innocent become the victims. It is exactley the same as the recent HGV/PSV driver training scam, sorry scheme.
